Project-Based Assistance Program

CMHA is part of a group of housing authorities across the state of Ohio that serves as HUD’s contract administrator for Ohio’s Project-Based Section 8 properties.  The partnership is called Assisted Housing Services Corporation (AHSC).  AHSC has a signed contract with HUD to assume the duties of administering over 10,000 project-based contracts throughout Ohio, which covers over 78,000 housing units.

Project-Based Section 8 is a rent subsidy program that attaches the subsidy to a unit rather than to a person.  Under this program, property owners are responsible for ensuring that these special units are leased only to qualified tenants and that all aspects of their operations meet HUD’s standards.  A contract administrator performs normal reviews to ensure that property owners are compliant with program guidelines.  For CMHA, this means the responsibility of monitoring over 7,700 units of site-based housing in Brown, Clermont and Hamilton counties.

The goal is to ensure that all Project-Based Section 8 participants are provided with the best quality assisted housing possible.  CMHA’s Project-Based Section 8 team travels to sites throughout its three-county area to perform Management and Occupancy Reviews of site-based properties.  Property Owners who meet the standards are commended for their performances; those who do not are monitored and given the assistance necessary to bring them into compliance.  CMHA has the opportunity to significantly impact the quality of subsidized housing in the Greater Cincinnati area.
