Attend
a mandatory landlord orientation
at CMHA.
2. List your
available apartments with CMHA free of charge.
List my property now.
Property owners may also wish to advertise properties
through a newspaper or alternative source. If
so, it is suggested that the ad state that "vouchers are
welcome."
3. Screen Applicants.
Once the property is listed, it is the landlord's
responsibility to screen applicants for
suitability. If you receive
calls from interested applicants,
take applications, show your unit and choose a
family that passes your screening.
4.
Request For Tenancy Approval (RTA) Form.
Once the family and landlord agree to rental
terms, the unit must be approved by CMHA.
The family and the landlord complete the RTA,
and submit it to CMHA. Any missing data will delay
processing. The form should
be returned to CMHA at 1635 Western
Avenue, Cincinnati, Ohio 45214 or fax to
513-665-2900.
5.
Rent Determination.
After receiving the RTA, a housing specialist
will verify that the proposed rental arrangement
meets the family's subsidy limits and the
proposed rent is customary for the local rental
market
These calculations depend in part on utility
information submitted on the RTA. A unit is
listed for inspection if the rental arrangement
passes these requirements.
CMHA may request that the landlord lower the
proposed rent in order to meet program
requirements. However landlords are not
obligated to accept these terms and can
terminate the approval process.
6. Inspection.
All units must pass a
Housing Quality Standard
(HQS) inspection in order to qualify for the
program.
The landlord will be contacted to schedule an
inspection date and time. If the unit
fails, the owner will be given a list of failed
items and time parameters for making the
repairs. When repairs are complete, the owner
should contact the Inspector to request a
re-inspection. Re-inspections can also be

7.
Contracts.
Upon CMHA approval of the rental arrangement the
landlord and tenant should sign their 12-month
lease. The landlord may use his/her own lease,
however a
sample lease is provided for convenience.
In addition, CMHA mails the landlord the HAP
contract and
Tenancy Addendum. These documents, when executed
and returned to CMHA, constitute the contract
between the landlord and CMHA for a 12-month
period. HUD policy also requires CMHA to keep a
copy of the lease between the owner and the
tenant in the tenant’s file.
8. HAP Payment.
Monthly HAP payments begin when all required
documentation has been completed and returned to
CMHA. CMHA will make the initial HAP Payment and
continue to make monthly payments as long as the
participant and the property continue to meet
program criteria. HAP payments are made to the
landlord at the beginning of the month. CMHA
encourages all owners to sign up for
Direct Deposit . It is also the landlord's
responsibility to collect the participant's
monthly portion of the rent. Additional
paperwork must be completed in the case of a
transfer of ownership.
