ENFORCEMENT LIAISON

 

SCOPE:  This position performs intervention, investigations and office-related work associated with the enforcement of CMHA’s Housing Programs regulations.  The position will report directly to the Manager of Enforcement.

 

ESSENTIAL FUNCTIONSinclude, but are not necessarily limited to:

 

·         Respond to locations and issues involving HCV clients;

·         Issue warnings to tenants, landlords, and/or property owners leading up to removal from CMHA’s housing programs.

·         Ensure that participants in CMHA’s housing programs are complying with the rules and policies of CMHA’s Housing Programs;

·         Meet with property owners regarding ways to improve curb appeal, reduce loitering, crime, etc.  Use internal resources to provide consultation for property owners on areas such as Crime Prevention Through Environmental Design, landscaping, building hardening programs, etc.;

·         Follow-up with tenants, landlords, and/or property owners to ensure that corrective action steps were implemented.

·         Provide information to Manager of Enforcement regarding site visits and communications with complainants, HCV clients and landlords;

·         Tour routes prepared by Manager of Enforcement and/or other Housing Investigations and Enforcement staff of HCV and LIPH properties to observe for non-compliance

·         Assist Manager of Enforcement in establishing contacts with social service agencies,  children services and other officials of cites, townships and other governmental agencies;

·         Work closely with the staffs of the HCV and Housing Management Departments regarding findings of program rules violations involving clients and HCV landlords;

·         Make recommendations of actions to be taken regarding violations of program rules by clients and landlord to the Manager of Enforcement;

·         Develops and implements opportunities to create positive relationships by educating, supporting, and assisting HCV and LIPH clients;

·         Provides daily coordination of “Transitions” program for clients moving into the new communities and/or new to CMHA regarding the education of:

v      CMHA and HCV program rules and regulations

v      Code enforcement

v      Landlord/Tenant rights & responsibilities

v      Public Nuisance Ordinance

v      Occupancy Ordinance

v      Good neighboring and responsible citizenship

v      Nuisance Gathering Ordinance

·         Provide information to help in identifying and making recommendations or other significant / relevant policy submissions to address the social inclusion needs of HCV and LIPH clients;

·         Perform additional duties as assigned.

 

MINIMUM QUALIFICATIONS:

 

·         High School Diploma;

·         Demonstrated proficiency in Microsoft Word and Excel software applications;

·         Demonstrated proficiency using Access databases;

·         Strong skills in Internet and Intranet research;

·         Strong writing skills, with comprehensive knowledge of composition, grammar, punctuation and spelling;

·         Demonstrated ability to maintain confidentiality; and

·         Strong interpersonal skills, with a demonstrated ability to manage a variety of assignments simultaneously.

 

 

PHYSICAL REQUIREMENTS:

 

Must be able to climb, stoop and bend; be exposed to inclement weather, some cleaning chemicals, etc.  Requires manual dexterity and vision necessary to operate a PC and calculator, as well as the ability to communicate by telephone.
