CMHA Staff Bios

  • Melena Campbell

Ms. Campbell has a degree in Business Administration and additional certifications as a Public Housing Manager, Public Housing Rent Calculation Specialist and Advance Inspection Specialist.

She began her career with CMHA in 2001 after serving many years in the private sector.  At CMHA Ms. Campbell has served as Property Manager and currently as an Area Manager overseeing the daily operations of four management offices, approximately 2000 units on the west side Hamilton County.

  • Kelly Davis

Ms. Davis began her career with CMHA in 2001 as the HOPE VI Development Assistant.  She served as the Housing Choice Voucher Hearing Officer for a two year period then became the Leasing Manager in 2004.  Ms. Davis' professional experience includes customer service, development and medical billing.

She has received certification from the University of Cincinnati in the Supervisory Management Certificate Program.  She holds additional certifications in Public Housing Rent Calculation and Public Housing Eligibility Specialist.   She also has experience with the administration of Low Income Housing Tax Credits.

  • Marquita Flowers

A graduate of Ohio University, Ms. Flowers holds a Bachelors of Science in Health Administration.  She has worked at the Center for Community Services as a volunteer referral counselor and a  full-time AmeriCorps VISTA member through the Corporation for National Service, assisting community-based organizations in gaining greater access to potential volunteers.  She them became a  Volunteer Mobilization Coordinator at the Center for Community Service and managed 3 of the 5 program areas within the Center. She also worked for the Educational Theatre Association in Membership Benefits and Services Department.  Then began working part-time for Ocean Hospitalities in Cincinnati as a Front Desk Associate and steadily rose to General Manager. 

Ms. Flowers has been with CMHA since  2005 in the following positions: Assistant Property Manager, Property Manager and currently Area Manager overseeing of over 1700 units.  She holds the following Certifications: Rent Calculation Specialist, NAHRO Public Housing Manager Certification and  Advance Inspection Specialist

  • Lisa Isham

Ms. Isham is a graduate of the University of Cincinnati with a degree of Arts & Sciences majoring in Paralegal Studies. She has been with CMHA in a variety of departments for the past eleven years. Prior to her work with CMHA she served as a paralegal at a private Cincinnati Law Firm.

Ms. Isham began her career with CMHA in in the Legal department responsible for worker's comp claims and insurance related issues. She then became Manager of the Low-Income Public Housing Leasing Department and is currently the Manager of Occupancy in the Housing Choice Voucher department where her responsibilities include managing the HCV Housing Specialist responsible for processing the initial and recertification paperwork for all HCV voucher holders. 

  • Gene Reed

Mr. Reed came to CMHA after ten years of service with Dayton Power & Light (DP&L).  At DP&L, he worked as a Home Energy Auditor and Workshop Coordinator, Supervisor of Employment and Service Center Manager in Operations.  During his time with DP&L he sat on the Board of Trustees for the Ohio Utilities Protection Service (OUPS) and the South Metro Chamber of Commerce.  He also assisted Habitat Humanity in building several homes in Dayton, OH and is a former Rotary International member.

During his three-year career with CMHA he has held the following positions:  HCV Occupancy, Admissions and Family Self-Sufficiency Manager.  He has received certifications from NanMckay as a HCV Housing Specialist, HCV Housing Quality Standards Specialist (and completed Advanced Inspector training), HCV Financial Management and HCV Regulatory Management.  He also completed the Healthy Homes Practitioner Course. 

  • Rob Singler

Mr. Singler has a Bachelor of Science in  Business Administration from Xavier University.  After 22 years in store management with the Kroger Company, he join CMHA in September of 2006 as HCV Inspections Manager.

He has received certification from the University of Cincinnati in the Supervisory Management Certificate Program.  He also holds additional certifications as Housing Choice Voucher Housing Quality Standards Specialist and Housing Choice Voucher Advanced Inspection Specialist. He also complete the University of Cincinnati Healthy Homes Practitioner Course. 

  • Ross Turpeau

Mr. Turpeau serves as the Enforcement Manager in the Housing Investigations and Enforcement Department of CMHA.  He came to CMHA after several years in as an Ohio Licensed Real Estate Broker owning and operating a full service real estate brokerage.  Mr. Turpeau earned a Bachelor Degree in Business Administration with a concentration in Management and Marketing from the University of Cincinnati, as well a degree in Theology from Life Christian University. He is an ordained minister and youth leader at Solid Rock Church in Monroe, OH. He also is a Certified Ohio Peace Officer and a holds a commission as a Sheriff Deputy with Hamilton County Sheriff’s Office. 

Mr. Turpeau has an extensive background in law enforcement, management and real estate.  He now manages an office of investigators and a crime analyst who research and investigate complaints and crime associated with HCV tenants and landlords throughout Hamilton County.
